I don't know if it's completely legal, but I read a news article about something like that in Dallas. Dude bought an abandoned apartment complex, spent a ton of money renovating it and making sure it was up to code. Then the city council decided that the complex wasn't zoned for multi-family use and the guy was out all the money he spent.
Also I have to agree with you on Harry's shirt. Maybe I'll start an Etsy store that sells nothing but bright purple blazers.
